1. TURKISH MEDICINES AND MEDICAL DEVICES AGENCY (MINISTRY OF HEALTH)

1.1 Import Permit This is the permit obtained for precursors, narcotics, and psychotropic chemicals (toluene, acetone, methyl ethyl ketone, etc.) whose import/trade is controlled at an international level. If this permit is being obtained for the first time, the process may take 2 – 3 months due to inspections. For a company that has obtained a permit before, the new permit process takes an average of 10 business days.

1.2 Domestic Registration Certificate This is the permit to be obtained by companies that purchase chemicals in the precursor, narcotic, and psychotropic substance classes domestically, or use them in manufacturing or sales. If this permit is being obtained for the first time, the process may take 2 – 3 months due to inspections. For a company that has obtained a permit before, the new permit process is an average of 10 business days. The document is valid for 1 year.

1.3 Export Permit This is the permit to be obtained by companies that will export chemicals in the precursor, narcotic, and psychotropic substance classes. If obtained for the first time, the process may take 2 – 3 months. For companies that have received permits before, the average processing time is 10 business days. The document is valid for 1 year.

1.4 Transit Permit This is the permit that must be obtained in case chemicals in the precursor, narcotic, and psychotropic substance classes are shipped to another country via transit trade.

1.5 UBB (Medical Device) Registration Before any product in the medical device category that is imported/produced can be placed on the market, UBB registration must be completed. SGK (Social Security Institution) reimbursements are not made for products without UBB registration. UBB registration is mandatory for purchases to be made by state institutions.

 

2. GENERAL DIRECTORATE OF PUBLIC HEALTH (MINISTRY OF HEALTH)

 

2.1 Biocidal Product License A license must be obtained for disinfectants used in floor, surface, veterinary, and similar areas. The licensing process is a procedure containing many important elements such as formulation, product efficacy, and the laboratory where the analysis will be performed, and every stage must be followed meticulously. The license is valid for 2 years.

 

3. MINISTRY OF LABOR AND SOCIAL SECURITY

 

3.1 ISGÜM Control Certificate (Occupational Health and Safety Institute) Generally, the import of products such as paint, thinner, varnish, solvents, industrial adhesives, etc., is carried out with this permit. The transaction process is an average of 2–3 business days. The validity period of the document is 1 year.

4. MINISTRY OF AGRICULTURE AND FORESTRY

 

4.1 Alcoholic Beverage Distribution Authority Certificate and Compliance Certificate For imported alcoholic beverages, after obtaining pre-notification approval from the ministry:

  • Alcoholic Beverage Distribution Authority Certificate (Valid for 2 years)

  • Bandrol (Tax Stamp) Compliance Certificate for each product must be obtained.

4.2 Methyl and Ethyl Alcohol Import Permit Obtained for denatured or undenatured pure ethyl and methyl alcohol. Prior to this, a Distribution Authority Certificate valid for 2 years must be obtained.

4.3 Letter of Compliance This is a preliminary permit document for the import of all kinds of sugar and high-intensity sweeteners.

 

5. ENERGY MARKET REGULATORY AUTHORITY (EPDK)

 

5.1 Letter of Compliance for Non-Fuel Petroleum Products For domestic or foreign purchases of non-fuel petroleum products, a letter of compliance must be obtained from EPDK. Imports cannot be made without this letter. The permit is issued for industrialist companies. Validity period is 1 year, and the conclusion time is 10–15 days.

5.2 License Documents Companies wishing to import fuel products must obtain a license from EPDK beforehand.

 

6. MINISTRY OF TRADE

 

6.1 Import Permit for Chemicals within the Scope of the Chemical Weapons Convention Obtained for chemicals listed in Annex-1 and Annex-2 of the Communiqué.

6.2 Surveillance Certificate This is a permit document that must be obtained for certain substances and products within the scope of safeguard measures in imports.

 

7. CONSULAR PROCEDURES

 

7.1 Document Legalization Services Generally, for exports to South America, Africa, and Arab countries, documents such as:

  • Certificate of Origin

  • Commercial Invoice

  • Health Certificate must be approved by the embassy of the relevant country.

This process includes the following stages:

  • Translation

  • Ministry of Foreign Affairs approval

  • Embassy approval

 

8. OTHER DOCUMENTS AND SERVICES

 

8.1 Safety Data Sheet Preparation (SDS – MSDS) These are mandatory documents to be issued for all kinds of chemical substances or products. These documents are prepared by a TSE-authorized chemical engineer and certified expert. Mandatory for customs notifications, ISGÜM applications, and chemical trade.
